Every passing touchdown is worth more for the starter and for the quarterback available later, so value over replacement isolates the advantage that remains after both totals move.

Should every quarterback move up with six-point passing touchdowns?

No. The rule increases points for the quarterbacks near replacement too. A quarterback moves in the overall board only when his gain relative to that new replacement baseline changes his value against other positions.
